- Proposal to Consolidate Boards of
In April, City Council directed staff to initiate a text amendment to the City’s zoning ordinance and study the consolidation of the two Boards. The proposed BAR would oversee both locally-designated historic districts and operate under a common administrative framework. The proposed consolidation would make no changes to the separate boundaries and design guidelines for each district.
A draft text amendment to consolidate the two Boards will be reviewed by the Planning Commission on Thursday, November 1 at its public hearing and will be presented to City Council on Saturday, November 17. The staff report and draft text amendment will be available when each of the dockets is published.

- There are two historic districts and thirty-five, 100 Year Old Buildings locally designated and regulated in Alexandria. Two, separate Boards of Architectural Review (BAR) oversee the protection of the Old and Historic Alexandria District, the 100 Year Old Buildings and the Parker-Gray District. The Boards must approve a Certificate of Appropriateness for all new construction and exterior alterations for structures designated which are visible from a public way. In addition, the Boards must approve a Permit to Demolish for proposed demolition of more than 25 square feet of material on a structure, regardless of the visibility from a public way.
Design Guidelines & Policies
The Design Guidelines were developed for the Old & Historic Alexandria and Parker-Gray Districts to provide information and assistance to applicants in understanding the processes of the Boards of Architectural Review. These should be utilized as tools to assist in developing a design approach. The policies listed below outline the criteria and standards for administrative approval of select architectural features, including signs.
