The Department of Transportation & Environmental Services, often referred to as T&ES, is proud to build and maintain the City’s infrastructure and services that serve as the foundation for our community. We know that what we do is vital to creating a healthy environment, a thriving economy and a vibrant community.

Overview & Goals:

T&ES focuses on superior customer service, environmental and transportation projects that promote economic development, strategic management, employee relations and environmental sustainability:

  • Customer Service 
    Focus on listening to the needs of our customers and providing timely and responsive service at all levels of the organization.
  • Economic Development, Environmental Programming, & Transportation Planning
    Further a disciplined focus on innovative and critical projects; and core services that contribute to the City’s overall economic development, mobility, and environmental sustainability. 
  • Strategic Management
    Use data-driven decision-making to align our work with the City’s Strategic Plan and annual Budget Process. 
  • Employee Relations
    Promote a culture of excellence, with a renewed focus on communications, employee empowerment and accountability, professional development, and teamwork. 
  • Sustainability
    Ensure that all our work is in alignment with the City’s Eco- City Charter and Environmental Action Plan 2030, which promotes and implements environmental responsibility.

Jeff DuVal
Deputy Director of Operations

DuVal oversees T&ES operations, including public works services, resource recovery, and traffic operations.   

Hillary Orr 
Deputy Director of Transportation

Orr oversees transit services, transportation planning, traffic engineering, and the City’s GO Alex program. 

William Skrabak
Deputy Director of Infrastructure & Environmental Quality; Deputy Director of Right-of-Way and Development Services (Acting)

Skrabak oversees the City’s infrastructure and environmental quality programs, including Chesapeake Bay, Erosion and Sediment Control, MS4 (stormwater) and regulatory responsibilities and permitting for the City’s Combined Sewer System.
